JPTi Requests Clarification from UN Genocide Prevention Office on Missing Public Statement Concerning Gaza

On 6 December 2023, Justice pour Tous Internationale (JPTi) submitted an official request for clarification and engagement to the Office of the Special Adviser to the United Nations Secretary-General on the Prevention of Genocide, Ms. Alice Wairimu Nderitu. The request, transmitted during the week of the UN Intersessional Meeting on Genocide Prevention held at the Palais des Nations in Geneva, raises serious concern regarding the apparent absence of a public statement that was reportedly issued on 15 October 2023 concerning the risk of genocide in the Occupied Palestinian Territory (OPT).

While multiple commentators and participants in the Geneva meeting referred to a warning allegedly made by the Special Adviser, this statement is not published or publicly available on the official UN website as of 12 December 2023. JPTi has conducted independent research confirming this discrepancy and has formally requested clarification regarding the document's existence and public accessibility.


In light of the grave and systematic violations of international humanitarian and human rights law in Gaza—including mass civilian casualties, forced displacement, and destruction of vital infrastructure—JPTi underlines the necessity of clear, timely, and transparent communications by UN mechanisms entrusted with genocide prevention. The Genocide Convention imposes binding obligations on all State Parties, and early warnings serve as a critical mechanism for triggering protective action.


In its letter, JPTi also expressed its interest in contributing constructively to the Special Adviser’s efforts in early detection and prevention of mass atrocities. The organisation has requested a formal meeting with Ms. Nderitu to discuss avenues of cooperation in monitoring and addressing emerging genocide risks, in line with the mandate of the Office and the Responsibility to Protect framework.


JPTi reiterates its call for a rules-based, human rights-centered international order, where institutional integrity and accountability remain the foundation for preventing atrocities.
