Structural Inequality and Unfulfilled Indigenous Self-Determination in Alaska and Hawaii

Justice pour Tous Internationale (JPTi) is honoured to announce the official submission of its contribution to the United Nations Office of the High Commissioner for Human Rights (OHCHR), in response to the call for inputs under Human Rights Council Resolution 57/12 on Local Government and Human Rights.


Our report, titled:"Structural Deficits in Local Governance and Self‑Determination in Alaska and Hawaii: Revisiting Decolonization through the Lens of Indigenous Rights and Comparative Federalism,"examines the enduring governance, fiscal, and human rights challenges facing Indigenous peoples in Alaska and Hawaii. It highlights how the unresolved legacy of incomplete self-determination, coupled with centralized control over natural resources and public revenue, has perpetuated structural marginalization and inequities in these territories.


Drawing upon international law, United Nations resolutions, and comparative federal models—especially that of Switzerland—this submission calls for renewed scrutiny of the 1959 termination of UN oversight under Resolution 1469 (XIV) and proposes either re-engagement with international decolonization standards (Resolutions 1514 and 1541) or deep structural domestic reforms to ensure full self-governance and equitable development.
